Election Results
The HOA Annual Meeting and Election was held Tuesday evening, June 17. There were two Board positions open and four candidates: Howard Hochman, David Lemons, Manish Patel and Woody Woodson. After a late night tally by Crest Management staff, Woody Woodson requested a recount, which was held at Crest's offices on Wednesday. The final vote count confirmed David Lemons and Manish Patel to be the winners. Each will serve a two-year term on the Board. Congratulations to David and Manish!
New Trash Company
MUD #42 will be providing garbage/trash/recycling service for Brightwater effective July 1. They have contracted with WCA Waste Corporation (who will replace Allied Waste Services) and the new service will begin Wednesday, July 2. Garbage will continue to be collected on Wednesday and Saturday and heavy trash will be picked up both days. Recycling will continue to be collected on Wednesday and residents should be getting their new bins around June 26. Billing will be monthly and appear in the sewer portion of residents' water bills. Homeowners will receive a letter shortly explaining WCA's services in detail.
Attention, Residents!
Please do not pay the Allied Waste invoice you may have received in the mail in the last day or so. Allied Waste is no longer our garbage collection provider as of July 1. WCA Waste is the new provider and the costs for garbage/trash collection will be included in your July water bill under sewer service. (See Above)
Allied Waste has been notified that they will no longer be Brightwater's provider after June 30 and should not expect payment from any resident.
Tree Trimming
About two weeks ago, an eBulletin was sent suggesting drivers be careful at the intersection of Lake Winds and Brightwater Drive because the stop sign was blocked from view. Nearly one in two drivers were observed not stopping, potentially causing an accident at the intersection. The eBulletin indicated action had been taken to rectify the situation. Since that mailing, at least four residents with low hanging branches have trimmed their trees within the past week. The stop sign is now visible. In the future, should you see an obstructed traffic sign, please contact one of the Board members or Idalia Gutierrez with the Missouri City Enforcement Division - igutierrez@missouricitytx.gov
2008 Brightwater Directory
"The 2008 Brightwater Directory project is well underway with over 400 residents having submitted their Directory Form to Betty Grant. We are still collecting information from residents who have not submitted a form or have not contacted Betty Grant to give their permission to use the information in the 2003 Directory. It is not too late to be a part of the new directory. Just go to the Forms page, print the 2008 Directory Entry Form, fill in the blanks and either mail it or drop it in the white mail box on the porch of:

Safety Concerns
"At the corner of Lake Winds and Brightwater Drive, the stop sign has been blocked from view and about one out of every two cars have not stopped. The problem should be resolved soon, but be aware of the potential for an accident. Should you see any other intersections with a similar problem, please let a Board member know of the situation."

Garden Club Receives Awards

Pets
Over the years there have been a number of complaints regarding pet owners who walk their dogs on private and public property and do not pick up after them. Residents walking along the lake have had to be especially careful when stepping off the sidewalk to allow others to pass because of dog waste left by inconsiderate pet owners.
Recently, the HOA installed signs informing our residents that two Missouri City ordinances require that (a) dogs be on leash and (b) pet owners must clean up after their dog. The ordinances are as follows:
Sec. 10-4. Running at large prohibited; exceptions.
It shall be unlawful for any dog or other animal possessed, kept or harbored, except a cat of a small domesticated species or of a mix of small domesticated species, to run at large. (Code 1981, § 4-3(a))
Sec. 10-68. Animal defecation on property of another.
(a) It is unlawful for the owner or person in control of an animal to allow or permit such animal to defecate on any public property or improved private property, other than that of the owner of the animal. That the animal was at large at the time it defecated on any property shall constitute prima facie evidence that the owner or person in control of the animal allowed or permitted the animal to so act.
(b) It shall be a defense to prosecution under this section that the owner or person in control of the animal immediately removed and cleaned up such animal's feces from the public or private property. (Code 1981, § 4-14)
The fine for violation of these City ordinances can be up to $500. Pet owners, be a good neighbor! Keep your dogs on leash and clean up after them whether it’s on public or private property.

Home Maintenance Reminder
(These items are frequently cited as violations of the Architectural Control Guidelines.)
• Make sure that your trees do not obstruct street traffic or sidewalks. This is good time of year to trim your trees.
• Clean mildew from house surfaces, driveways, and sidewalks.
• Keep bulkheads clear of vegetation.

Brightwater Blue
We are testing a new approach and a new schedule for coloring the lakes. Hurricane Lake and Fountain is developing our very own “Brightwater Blue” to be used for the first time in January.
Though it may require some “tweaking”, we hope the new process provides a more consistent and pleasing appearance. Thanks to Manish Patel, David Hopgood, and Jim Mercer for working on this project!
